Strategic Plan for the Zambezi Watercourse
The Strategic Plan for the Zambezi Watercourse is defined in the ZAMCOM Agreement as follows:
“…a master development plan comprising a general planning tool and process for the identification, categorization and prioritization of projects and programmes for the efficient management and sustainable development of the Zambezi Watercourse”.
For water resources development and management to be effective, the strategic planning process for the Zambezi River Basin is expected be of a cyclic and adaptive nature. This process will be a structured and iterative approach which recognises that the information used in making decisions is imperfect and that, as decisions are made, a process is in place to gain better information and adjust the implemented action accordingly.
