Felix M. Ngamlagosi has over 30 years of professional experience of the Energy and Water Sectors. From 1988 to 2006 he held various positions rising ranks to Senior Economist in ministries responsible for Water and Energy. He was the founding Director of Regulatory Economics in the Energy and Water Utilities Regulatory Authority (EWURA) of Tanzania; and the second Director General of EWURA.
Felix extensively worked on water sector reforms; institutional restructuring; design of regulatory frameworks, corporate strategic planning; policy formulation in the water sector, sector programme design, and public expenditure reviews. He held positions in regional governance bodies including: Chairman of the African Forum for Utility Regulators (AFUR) based in Pretoria South Africa; Chairman of the Independent Regulatory Board (IRB) of the Eastern Africa Power Pool (EAPP); a member of the Executive Committee of the Energy Regulators Association of East Africa (EREA); Executive Committee of the Regional Electricity Regulators Association (RERA); and of the Executive Committee of the Eastern and Southern Africa Water Association (ESAWAS) Regulators.
Felix holds a Master’s Degree in Economics (Moscow State University); Post Graduate Diploma in Policy Analysis and Project Planning (Institute of Social Studies, The Hague); and is a Certified Regulation Specialist, awarded jointly by the Institute for Public-Private Partnerships (IP3) of USA and the Loughborough University (WEDC/LU) of the United Kingdom.
